The short answer
HD is the default resolution for every Codex pet. The 4K upgrade is a paid resolution bump that renders the same 9-frame animation at four times the pixel count. Whether it's worth it comes down to one question: are you going to display or print the pet at a size where those extra pixels are visible? If the pet lives in the corner of your editor at thumbnail size, 4K is money and quota spent for nothing. If you're printing stickers or overlaying the pet on a 1080p stream, it starts to earn its keep.
What actually changes in the file
A standard HD spritesheet is 1536x1872 pixels - 9 rows of animation states, 8 frames each. The 4K export doubles the linear resolution to 3072x3744, which is exactly four times the pixels. The pet itself looks identical at normal zoom; the difference is headroom.
On file size, WebP is efficient, but the extra detail still costs you. A typical HD pet is 250-450 KB, while the 4K version usually lands at 900 KB to 1.8 MB - roughly 3 to 4 times larger. Generation also takes longer because the model paints four times the area.

When 4K is clearly worth it
Print is the clearest case. At 300 DPI, an HD pet covers about a 5x6 cm sticker before the pixels show; 4K gets you to roughly 10x12 cm. Merch, standees, and keyrings benefit directly.
Stream overlays are the second case. When your streaming software captures the pet and scales it into a 1080p scene, an HD pet can look soft if you zoom or crop it. 4K holds crisp edges through the scaler.

When HD is already enough

Generate HD first. Confirm you like the pet. Then re-run once at 4K only if you have a concrete use - printing or streaming. Don't batch-upgrade a whole library on speculation; most of those 4K files will sit unused.
How to decide in 10 seconds
Rule: will the pet be shown larger than about 8 cm, cropped into a 1080p stream, or printed? If yes, 4K. If it just sits on your desktop, HD. That is the whole decision - resolution you can't see is resolution you shouldn't pay for.
